Introduction

Mr. Chancellor is an expert in the field of crime scene reconstruction, wrongful convictions, crime scene staging, suicide Investigations, and military Investigations especially in the field of violent and sexual crimes. His mission is to provide an accurate evaluation of criminal investigations and crime scenes for prosecutors or defense to enable them to make informed decisions about their case.

Mr. Chancellor in his 40+-year career as a detective has personally investigated or supervised several thousand felony investigations which occurred on a military base or in the civilian community. He has processed over 200+ homicide death scenes and qualified multiple times as an expert witness in the area of crime scene analysis and reconstruction, Crime Scene Examination. Mr. Chancellor's focus in the last 15 years is on death and sexual offenses. His most recent consultations have centered on homicides staged to resemble some other event or in false sexual assaults, and wrongful convictions.

Mr. Chancellor has authored multiple professional articles and textbooks on the subjects of Death Investigation (1st & 2nd Editions), Crime Scene Staging, and Investigating Sexual Assault Crimes (1st & 2nd Editions) He also provides investigative training on these subjects to detectives across the United States.

A: Five times by prosecutors. Results: four convictions and one pending trial. These cases were completed pro bono as I was working as a federal agent at the time.

Once by family seeking assistance on a suspected suicide of family member. Analysis showed suicide was improbable and police agency reopened the investigation.

Reviewed death case to determine if it was consistent or inconsistent with suicide. Police reopened the investigation as a homicide.

A: Most consultations were previously completed as part of my normal employment as a Federal Agent or provided pro bono to prosecutors.

A: Case review and consulting on police investigations to determine sufficiency of the investigation. Provide written analysis providing investigative errors, or additional investigative suggestions and potential trial strategy. Identify strengths and weaknesses of the case. Scene or event reconstruction and review of forensic reports. Business partner available for bloodstain pattern interpretation, shooting incident reconstruction, and crime scene evaluation. Available for travel if necessary.
Q: What is your hourly rate to consult with an attorney?
A: Initial contact and discussing the case with the client there is no charge. If case is accepted, there is no charge for additional consultation or discussions with attorney.
Q: What is your hourly rate to review documents?
A: $250 as a retainer to review the case documents. Once case accepted, then $200 per hour or set fee negotiated.

A: $250.00 per hour.
