A: Adjunct Instructor of Criminal Justice – invited since 2002 to instruct undergraduate students in the College of Evening and Continuing Education at the University of Cincinnati.

Consultant and Trainer – since 1993 presenting national training seminars for the American Jail Association and the National Institute of Corrections - U.S. Department of Justice. Topics include jail administration, leadership and interpersonal communication and de-escalation skills.

Criminal Justice Trainer, Author and Researcher – Co-Author of the Ohio Jail Administrator's Handbook in conjunction with the Ohio Bureau of Adult Detention (March 2008).Researched and authored a large part of the training curriculum used by the Ohio Peace Officer Training Council (O.P.O.T.C.) to train and certify corrections officers, supervisors and administrators.

Assisting O.P.O.T.C. in presenting "Corrections Management" training course to all newly elected County Sheriffs in Ohio.

A: I have been assisting local governments and attorneys from around the country in civil litigation brought by jail prisoners since 1994. Qualified and testified (federal and state courts) in areas of corrections facility operations and staffing; jail intake and screening procedures; staff negligence; inmate assault (failure to protect); staff use-of-force; prisoner access to medical and mental health care; in-custody deaths; inmate suicide; sexual assault by staff/other prisoner; conditions of confinement; inmate classification, housing and supervision; strip/body cavity searches; jail record procedures; accommodations for disabled prisoners; jail/prison standards, policies and procedures; and the training of correctional staff, supervisors and administrators.

A: 45%

Q: For how many years have you worked with the legal industry as an expert?

A: 20 years, since 1994. I only accepted a few cases a year since I was still a working professional. I retired from full-time employment in February 2009 so I now accepting more cases.

Q: What services do you offer? (E.g.: consulting, testing, reports, site inspections etc.)

A: I provide five types of services:

1) Investigate a particular scene or event, research everything available on the
subject, and then analyze and evaluate the findings.

2) Evaluate the merits of a potential claim and document my work with a written
report on my findings. I will express my opinion about the cause of the
problem and the merits of the claim.

3) Recommend certain aspects of litigation strategy since corrections/jail
litigation is very foreign to most attorneys. I will suggest other areas to
be investigated or tested. I am aware of opposing experts and can project the
arguments he/she may use.

4) I will testify in depositions and at trial to explain and then defend the
opinions and conclusions I have formulated. I can appear before administrative
hearings.

5) I will help you understand complex matters and little-known procedures
involved in correctional facilities. I will assist you in gaining enough
knowledge of the corrections/jail issue(s) to effectively cross-examine the
opposing lay and expert witnesses.

Q: What is your hourly rate to consult with an attorney?

A: I do not charge to consult with an attorney. If the attorney wishes to use my services, I charge a retainer of $1000 (Payable by client at the start of case, first 5 hours of work will be deducted from this retainer)

A: HOURLY RATE FOR READING AND REVIEWING DOCUMENTS: $200 per hour

HOURLY RATE FOR DESIGNING, RESEARCHING, EDITING AND WRITING A REPORT/POSITION PAPER: $200 per hour

Q: What is your hourly rate to provide deposition testimony?

A: RATE FOR TESTIFYING IN A DEPOSITION: $1200 per day

A: RATE FOR TESTIFYING IN A DEPOSITION OR COURT PROCEEDING: $1200 per day (in-court to testify or $1000 per day on-site in waiting).
