Kelly Couch is a distinguished law enforcement expert witness specializing in police pursuits, emergency vehicle operations, emergency response incidents, traffic stop tactics, police practices, and investigative matters. With more than 30 years of experience as a police officer, Major Crimes Unit detective, investigator, and law enforcement trainer, Kelly brings a rare combination of field experience, training expertise, and litigation support to complex civil and criminal matters. He has been retained by prominent law firms in cases involving police pursuits, emergency driving incidents, law enforcement collisions, PIT maneuvers, and intentional uses of force with patrol vehicles.
Kelly is known for providing clear, credible, and well-supported expert witness testimony. His reports and deposition testimony have helped attorneys evaluate case strengths, clarify technical issues, and position matters for successful resolution. As the former full-time lead Emergency Vehicle Operations Instructor at a statewide law enforcement academy, Kelly helped develop and deliver emergency vehicle operations and pursuit decision-making training to thousands of police recruits and experienced officers. He continues to teach as a part-time instructor, maintaining a practical and current understanding of law enforcement training standards. Kelly has authored articles on emergency driving issues that have appeared in prominent law enforcement publications, including PORAC Law Enforcement News, American Police Beat, Officer.com and Police1.
Before becoming a law enforcement trainer, Kelly served in the San Francisco Bay Area as a police officer and Major Crimes Unit detective, managing investigations involving child abuse, sexual abuse, robberies, assaults, homicides, and unattended deaths. Today, he applies that extensive background to assist attorneys with matters involving pursuits, emergency driving, Tactical Vehicle Interventions including PIT maneuvers, traffic stop tactics, inadequate investigations, improper arrests, patrol procedures, and law enforcement training practices.
