Introduction

Kelly Couch is a law enforcement expert with over 30 years of experience as a Police Officer, Major Crimes Unit Detective, Investigator, and trainer. He specializes in pursuit management, emergency response, investigative matters, traffic stop tactics, and police practices. As a full-time lead Emergency Vehicle Operations Instructor at a statewide academy, Kelly developed and delivered training on emergency vehicle operations and pursuit decision-making. He provided classroom instruction and scenario-based training, including use of force evaluations.
