Introduction

Chief Scott Hughes is a seasoned law enforcement leader with over 25 years of experience in transforming police departments through leadership, accountability, and effective personnel management. A graduate of the FBI National Academy Class #291, Chief Hughes also holds a graduate certificate in Criminal Justice Education from the University of Virginia. As a Certified Law Enforcement Executive (CLEE), he has made significant contributions to law enforcement through his work as an instructor for the Ohio Peace Officer’s Training Commission and as a subject matter expert on critical legal issues such as use of force and police procedures.

Chief Hughes collaborates with attorneys and agencies, providing expert consultation on police policies, response driving, use of force, and department auditing. His expertise extends to training law enforcement officers on leadership, force mitigation, and developing organizational cultures. As the Chief of Police of one of Ohio’s fastest-growing suburbs, Chief Hughes continues to serve as a trusted advisor on law enforcement leadership and reform initiatives.
